Francis Lebuis

In his role, Francis leads recreation services, ensuring the quality of facilities at numerous outdoor and recreational sites, including Gatineau Park, the nature parks and the Quartier des spectacles of the Ville de Montréal, and across Quebec, with more than a hundred sports complexes, aquatic centres, arenas and parks. Also responsible for nearly 300 operating sites in the buildings sector, he oversees asset management and maintenance for public and private clients, such as Loto-Québec, Centre des congrès de Québec and Aéroport de Montréal, among others.

Francis holds a master’s degree from Université Laval in land use planning and economic and regional development.

A native of Quebec City, Francis began his career with the urban planning and redevelopment department of the Ville de Québec, where he primarily coordinated civil engineering work for the replacement of underground and surface infrastructure, urban redevelopment and revitalization. His expertise led him to take on a strategic role at Énergir, where he was primarily responsible for acquisitions related to the development of urban networks. From 2008 to 2022, as General Manager, he managed and contributed to the development of Aqua Data, a specialized company of nearly 120 employees in water infrastructure management, civil engineering and water network engineering. His team brought together experts in hydraulics, intervention plans, urban infrastructure rehabilitation, inspection, and drinking water and wastewater network engineering, in addition to offering innovative solutions, including infrastructure management software.

Francis has strong expertise in operations management, strategic development and sound financial project management, and, with his people focused leadership, knows how to build effective, engaged teams focused on achieving results and performance.

Highly involved in his professional network, Francis served on the board of directors of the Institut des Partenariats Publics-Privés from 2002 to 2005 and the Centre d’expertise et de Recherche en infrastructures urbaines from 2005 to 2022.
