Simon served as President of the Group from 2019 to 2025. He now holds the position of President of Aquatech services des eaux du Québec and Vice President, Strategic Projects and Concessions.
HELIOS Mission
Aquatech services des eaux du Québec (ASE Québec) aims to offer its municipal clients more services and solutions that take their needs and realities into account. By bringing together Quebec’s water specialists under a single banner, Simon is leading a major shift in the industry and positioning ASE Québec as a key player in water management.
By bringing together the know how and expertise of the water sector, I aim to strengthen our position as a leader among Quebec municipalities, and to contribute, through innovation and training, to responsible water management and a sustainable future for our communities.
Education
Simon graduated from the Water Treatment Technology program at Cégep de Saint-Laurent. Throughout his career, he has broadened his skills by discovering and applying best practices and technological innovations related to infrastructure management.
Background and Experience
Simon has led and overseen large scale projects in the operation and management of public infrastructure in the water, energy, hospital and mining sectors, both here in Quebec and internationally: England, Chile, Colombia, Dubai, Spain, France, Italy, Peru, Tunisia. His career is marked by a strategic, multidisciplinary approach that integrates the technical, operational and human dimensions of projects. He has in depth expertise in O&M, PPP, PFI and BOOT contractual models, which allows him to optimize project performance and life cycle.
Involvement and Governance
Known as the “water CEO,” Simon is the first Quebecer to sit on the board of directors of a major water school in France. He has made it his mission to promote water sector careers and to actively contribute to the modernization and accessibility of training in Quebec and elsewhere. In 2025, he launched the “les défis de l’eau au Québec” conference and the “oui à l’eau.com” website, aimed at showcasing training programs in Quebec and highlighting careers in the water sector that are too often overlooked. These initiatives are a concrete response to the shortage of skilled labour affecting the industry.
Convinced that knowledge, innovation and collaboration are the pillars of sustainable economic development, he places the promotion of water sector careers and the transfer of knowledge at the heart of his commitment.
